FINRA to Streamline Delivery of Required Information Via System Enhancements

The Financial Industry Regulatory Authority announced that it will adopt new system enhancements on Nov. 3, 2025, to enable member firms to electronically deliver required information relating to Form U4, Uniform Application for Securities Industry Registration or Transfer; Form U5, the Uniform Termination Notice for Securities Industry Registration; and pre-dispute arbitration through its Financial Professional Gateway, or FinPro Gateway.

As a result, member firms will have the option of satisfying previously manual processes through FINRA systems in a more timely and efficient manner, and at no additional cost.

These enhancements are part of FINRA Forward, launched in the spring and aimed at improving the organization’s effectiveness and efficiency in pursuing its mission of promoting investor protection, market integrity, and vibrant capital markets.

As previously reported by AltsWire, the FINRA Forward initiatives are threefold: modernizing FINRA rules, empowering member firm compliance, and combating cybersecurity and fraud risks.

In relation to the program, FINRA requested comment through Regulatory Notice 25-07 on modernizing its rules, guidance and processes for the organization and operation of member workplaces. This included requesting input on ways to employ FINRA’s systems to address practical issues members experience when delivering required documents, such as the requirement to provide a copy of the Form U5 to those whose registrations with the member have been terminated, and to create efficiencies for its members.

As discussed in RN 25-07, FINRA previously leveraged FinPro Gateway to streamline the work associated with the onboarding of applicants for registration by allowing applicants to collaborate with members to complete a draft Form U4, and to electronically sign it.

In the spirit of continuous improvement, FINRA has developed additional enhancements to its systems to enable members to provide Form U4, Form U5  and pre-dispute arbitration information via FinPro Gateway if certain conditions are met.

Specifically, the associated person must first create a FinPro Gateway account with a personal email address. The member firm must then make reasonable efforts to validate this email and notify the person in writing that they will use the system for official communications. Finally, the associated person must acknowledge this arrangement, and the member firm must opt in to use FinPro Gateway for these communications.
