FINRA Suspends Houston Broker for Unauthorized Loans Following Hurricane Harvey

Eduardo Leon, a long-tenured broker with Global Financial Services LLC has been suspended and fined by the Financial Industry Regulatory Authority after an investigation revealed he borrowed $750,000 from a client without firm authorization.
The disciplinary action stems from two separate loan transactions that Leon failed to report to his employer, a violation of FINRA Rules 3240 and 2010, which govern ethical standards and borrowing arrangements with customers.
According to the FINRA settlement, Leon’s borrowing began in August 2017 after his home sustained damage during Hurricane Harvey. He accepted an initial $250,000 loan from a wealthy client who had been a personal friend for 25 years. In September 2022, Leon borrowed an additional $500,000 from the same customer. Neither loan was formally documented.
As of the date of the settlement, Leon had not repaid any portion of either loan. Also, Global Financial’s written procedures strictly prohibited such loans without prior written approval, which Leon never sought nor received.
The misconduct was discovered by Global Financial in April 2025. The firm initially took its own disciplinary measures, suspending Leon for one month and requiring him to forfeit two months of commissions.
FINRA’s subsequent settlement imposed a two-month suspension from associating with any FINRA member in any capacity, and a $5,000 fine.
This was not Leon’s first encounter with regulators in 2025. Leon was also handed a separate four-month suspension and a $7,500 fine for unsuitable investment recommendations. In that matter, FINRA found he had recommended high-risk volatility-linked exchange-traded notes, or ETNs, and foreign-currency corporate bonds that were not in the best interests of his retail clients, leading to significant concentration risks.
Leon has been in the securities industry since 1992 and has been registered with Global Financial Services since 1994. He consented to the findings without admitting or denying the allegations.
